StingRay's Dat Editor Version 4

I downloaded to do some work on a Portrait pack, but when I go to run the exe nothing happens. I am running it on a Windows 10 Machine (21H2) and have tried to use the compatibility option, but still get no results. I don't see an error in the event logs, so I am at a loss. Is there something else I can do to get it to work? Thanks in advance for any help.
