My Specs are on the image below. Is my PC not good enough for it? I also have 128 MB Dedicated Video RAM but I don't know if that is the issue.

You need FAR more than 128 MB of VRAM to play Madden 19 effectively. That kind of a number is too low to play any AAA game released in the last... well, many years. The absolute minimum you need for Madden 19 is 2 GB of VRAM, or ~2000 MB. Recommended, I believe, is 4 GB or higher.
Those are not all of your system specs. Please answer the following questions.
1. Is that a laptop or a desktop? The processor leads me to believe it is a laptop.
2. Do you know if there is any video card installed? I'm guessing not, as 128 MB is far below what even the weakest of GPUs provide now.
3. If you don't know the answer to #2, and even if you do, I suggest downloading a program called CPU-Z and running it. Download it at the link below, and when you run the program inside the zip, move to the Graphics tab and tell me what it says.

If, in fact, you don't have discrete graphics, all I can suggest is try playing the game with every setting set to as low as possible.

Forget it, I give up. Going back to Madden 08. I hope you're still working on 08 too. It's absolutely ridiculous, I'm above average in all categories except graphics card, and I found out I can't upgrade it anyway. It's just whatever. Thanks for the help.

Yeah, modern games are generally not going to play on laptops that aren't built for gaming. That's why gamers will either have a desktop or a high end laptop (or both.) If you don't have discrete graphics, you can't play modern games (other than some indie games). That's just how it goes.
Of course I'm still working on 08. My franchise has been going for 57 seasons. Can't exactly give up on that. I've barely even played much of 19, truth be told. I'd rather play other games I've been working on for a while, and play 19 whenever those are finished.
If you ever want to build a gaming desktop, I'd be happy to provide some advice, as I'm sure would several other people on this forum.

So I suppose buying a laptop off the shelf is a no no?
It's a shame because If I had known, I would have told my mother to buy Alienware. Oh well, I guess I'm ok with this laptop, it's faster than my last one. I just thought all I needed was an i7 quad core to run any game. I guess it doesn't work like that.
But let me ask this question. What if I upgrade my Hard Disk to SSD and add 8 more gigs of Ram? Would that help?

Not really. While upgrading a hard disk to an SSD will ALWAYS speed up the computer, video games are almost entirely reliant on video memory for their performance. Adding more standard RAM won't help much either, but it will make things like video processing, spreadsheet work, and web browsing a bit better.
If you have Windows installed on an HDD, the absolute best thing you can do for your overall performance is replace it with an SSD. However, that will only provide a small increase for video games.
Like I said, if you ever want to build a desktop, I'd love to provide advice. But gaming is going to be difficult on a laptop without a proper video card.

Well, I guess i'm happy I can run Fortnite. My computer is good overall, i'm ok with it. I guess it isn't worth it to pay over 2000 dollars just to play Madden 19 on PC.
One thing I do know is that it runs smoothly when I reduce the size of the window...but I really don't care about it anymore.
