Since we can now see the stock playbooks in the db editor, I've been pouring over them looking for patterns on these fields. So far, I've been unable to figure out what these are for.
SETT, SITT:
The SETT value is found in the SETL table and applies only to offensive playbooks. Each formation set has a SETT value that ranges from 2 to 7, with 0 being used for special teams formations. The value of 1, as far as I can tell, is not used. Generally speaking, it seems that passing formations with more wide receivers have values of 5, 6, and 7, while 2, 3, and 4 apply for more standard or multiple TE sets. But, there are no concrete patterns. Most three WR sets have a value of 5, four WR a value of 6, and five WR a value of 7, but there are exceptions for trips and bunch formations (for example, singleback trips bunch is a 7, while singleback normal slot is a 5). When it comes to values 2, 3, and 4, it's more confusing. Most standard 2WR and 1TE sets use a value of 2, but goal line normal is a 3 along with strong-I Twin WR....so it's difficult to figure out what this setting applies to. But the SETT values for each formation set seem to be uniform across playbooks. That is, they are specific to the formation set and not the playbook itself.
Each formation set also has a SITT value which ranges from 1 to 3, and here again there seems to be no pattern. Additionally, each play in the PLYL table has a SITT value which may or may not differ from the SITT value in the corresponding formation set table...further confusion.
The phlp value seems to be set at 7 for every offensive play and 0 for every defensive play.
None of these values are generated, though, when creating a custom playbook. This is probably why Packfan's editor doesn't deal with them. It's unlikely he even knew that stock playbooks assigned values to these fields. It's quite possible they are carryovers from previous versions of Madden that are not called upon by the engine, but there's really no way to tell that at this point.
If anybody is interested in trying to figure these settings out I'd appreciate alternative perspectives, cause I'm pretty much stumped at this point.

I believe (not 100% sure) that it has to do with "hidden" formations. Let me explain.
It's possible to merge two different formations (ie, with players in different spots) into one, to have small changes in your plays. For instance, the whole special teams tab is actually a mix of various formations; it's even possible to recognize a fake punt because the gunners are staying closer to the ball. There are a couple more formations in the madden default playbooks that use this. Of course, this requires changing the way the plays are displayed when calling them; there is some option in the DB editor that allows you to change the order in which they show up. If two plays overlap each other, the game crashes.
We figured this out a looooong time ago over at FF when trying to understand direct snap plays; i'm afraid i don't remember much more though.

phlp I believe stands for Philosophy. This is all I know. I just thought of this.
