How to change stadium quality/rating?

G'day,
I am playing a franchise mode with my created team, and when I went to have a look at my stadium it is stated as a very poor stadium (image below) even though its a brand new one. I am just wondering how I can change my stadium quality/rating? Is it done with an editor or a certain dat or db file?
